Can you purchase the Disney Dining Plan with out booking a vacation thru the resort?

I have already booked my vacation thru my timeshare. I plan on buying my Disney tickerts with park hopper online. I want to know can I purchase the dining plan as well.
The Dining Plan isn’t available to non guests
