Your dress sounds really nice but if you aren't COMFORTABLE in it, maybe try to get something else. You will be wearing it for hours, you don't want to be miserable!

Dining Outs are very formal so a long gown is quite appropriate.

Try not to be so nervous. Yes, it's a formal event, but the people there are just PEOPLE. Have fun!!
References :
To me, prom dress reminds me of something tacky. I really can't say without seeing the dress itself. What's "glitzy" to you may be perfectly fine with me.

Your description of the dress reminds me of Michelle Obama's black and red dress, but I don't think hers has sequins.

Black is always a great choice for a formal. Your boyfriend will think your decision is perfect. Why don't you ask around and get some ideas about what other women are wearing. Don't ask their opinion on your dress, though.

This is your first formal. Don't let the dress makes you uncomfortable.

Have fun.
References :
I have been to these and your dress sounds very nice and appropriate. you will see others dressed more fancier than you, with princess hair and glitter which is a bit much and ridiculous.

a simple yet elegant hair do with great make up that is not over the top will do along with simple jewelry. let your dress stand out and your personality.

also, you will be standing in a long line and shaking hands with his superiors which will be dressed up as well. When shaking their hand, be polite, smile and show confidence.

keep chatting to a minimum to keep the line going.

you sound like you are mature and you will do great. Have fun and enjoy it!
References :
military wife
