Take them out and about... Parks and such do not cost any money, and the kids can tire themselves out..... Stay interactive with them at home and join in their play to help keep the disciplinary problems to a minimum..... Stay strong in your rules and do not bend because the whine or complain about it......
References :
Boxes is a GREAT answer! I got six new chairs once and the boxes entertained them for MONTHS!

I also recommend building blocks, save up your cottage cheese, sour cream, any plastic container with the lid, paper bags also can work, just open them and turn them upside down.

How about using your kitchen chairs and a large sheet...FORT TIME!

For the 3 year old, start a rock collection with him, have him name them, try to figure out what kind of rock it is. Naming the rock will detour him from throwing the rocks because the rock becomes personal. Have the two of them create a town using the containers for the rocks as long as the younger one can keep from putting the rock into his mouth. You can even let them draw faces and put the rocks name on it with a marker.
References :
Take them for walks maybe not long walks but a nice short walk around the block would work. As your walking talk to them about their surroundings like the color of the sky, signs, the grass, You make a list of things to find on your way. like things that are certain shapes (may get a little dirty so bring baby wipes for hands) They don't have to know the answers but the more you got on nature walks the more they will remember these things. On cold days play games inside like hide a toy with the three year old and try to find it. Kids love make believe you can put on a show or let them act their favorite movie. (most of these things are more for your 3 year old as 1 year old's dont have the attention span yet but starting early is always good)
References :
Ok: Go to a furnature store. Ask for boxes. Take the boxes home. Cut some holes in them. Give them crayons. Now you have an awesome box fort. And tomorrow it can be a pirate ship. And the day after that a castle. Boxes rock.

Also what about sledding? Or Children's hour at the library? And on Teusdays the children's museum at my town is free.
