Try some 25 piece puzzles
Make some homemade playdough and make things with her
Teach her how to play Snap with a deck of cards - number recognition
Get a Chutes and Ladders game…..it will help her counting skills
Let her help you make up a batch of cookies
Role play

Ok, not real expensive but fun. I learned how to make balloon animals from a book. You can buy a pump and balloons at wal mart or target. For kids even small easy animals are entertaining. For a few years I did it at the door for halloween.

One of my favorite things to do when my cousins, brothers, and I were little was to make a "tent" out of sheets and play in it. Give her a couple of flat sheet and help her to connect them to doorknobs, bed frames, etc. to make a little tent. Use rubber bands or tie the sheet around something. Don’t set something heavy on the sheet to hold it down - she could pull it over on herself. Pillowcases make great "doors". Once the tent is made, she’ll have hours of fun setting it up inside with beds for her dolls, etc. She can take in something fun to play with like puzzles, books, flashlight, or a radio. Give her some snacks like a bowl of dry cheerios or some fruit and she’ll be in there all day.

books, board games age appropriate, even cheaper ideal is a deck of cards, you can play memory, go fish, war, old maid all those with 1 deck and i am sure you could create some yourself.
also play dress up go to thrift stores and get some over sized clothes for her to play with.
